The RCRA Hazardous Waste Identification Course is designed to help participants determine RCRA regulatory compliance status. Class exercises and case studies provide the information and resources necessary for determining whether a waste is hazardous and the resulting proper management.

Jasmine Merkle is a former program manager for the REPA 4 Zone 2 contract, the New Mexico Department of Environment (NMED) Permit Assistance Contract, a PRP Search Support Contract for the Texas Commission on Environmental Quality (TCEQ), as well as for two EPA enforcement support contracts. She has also served as the REPA Work Assignment Manager on more than 150 work assignments for EPA Regions 1, 4, 6, and 8. She is a veteran trainer and educator, having developed and presented more than 100 training courses for EPA Regions 1-6, 8, and 9, as well as for the Maine Department of Environmental Protection (Maine DEP), Virginia Department of Environmental Quality (VDEQ), Puerto Rico Environmental Quality Board (PR EQB), Rhode Island Department of the Environment (RI DEM), NMED and Louisiana Department of Environmental Quality (LDEQ).
Jim Ashworth is a registered Professional Geologist and a hydrogeologist with more than 30 years of experience providing expert technical review and support to federal and state environmental agencies. His work has included conducting and coordinating the geologic and hydrologic technical review of groundwater pump-and-treat corrective action activities, and he is an expert in Karst geologic formations. He has extensive experience providing training on the RCRA Corrective Action Program, environmental sampling and analysis techniques, permit writing and regulatory groundwater monitoring.
Rob Young is a registered Professional Geologist and Vice President of TechLaw. He has more than 25 years of technical expertise and contract management experience on a wide range of remedial activities supporting EPA, state environmental agencies and private clients. He has provided oversight for EPA RCRA Corrective Action activities; directed and performed sampling at several CERCLA National Priorities List (NPL) sites; overseen Environmental Site Assessments at Brownfields sites; and developed RCRA Sampling and Training and Corrective Action courses for federal and state agencies.
