The United Nations program for a Globally Harmonized Standard (GHS) to provide global consistency in the classification and labeling of hazardous materials is being implemented in countries around the world.

While Japan and other nations were the first to implement a version of GHS, the European Union's GHS legislation entered into force January 20, 2009 and promises to set a new standard for the world's requirements as other countries are modifying their programs to match up with the EU legislation. The US implementation of GHS may be months away due to complexities with secondary regulations; however, US industry that operates within the world's markets cannot wait if their products are to be accepted into GHS compliant countries.

This course will review the major provisions of the UN GHS program, and describe the EU GHS legislation as the implementation model to be followed. Another major focus will be OSHA’s Proposed Rule that was issued.

Topics Covered:
  • Mixture and substance classification, labeling, packaging, safety data sheets (SDS)
  • Other documentation requirements will be discussed
  • Requirements for updating and maintaining the GHS labeling and SDS will be described, as these mandates will require significant planning to avoid the relabeling of materials in stockpiles and distribution areas
  • Opportunities to submit information on the classification and labeling decisions that are being made about key chemicals of concern to a company will be identified
  • What is in the OSHA proposed rule (and what they left out).
  • What can be expected to change in OSHA's supporting regulations that implement the management of hazardous materials (which can be expected to have some major effects on corporate operations and costing).
  • What steps corporations should be taking to budget and prepare for the rule -- which is not expected to be final for at least 18 months.
